PARISH OF DOWSBY

 ANNUAL PARISH MEETING 2026

Held 7.30p.m., 21st May, 2026 at Dowsby Village Hall.

 

PRESENT:      Dowsby Parish Councillors: Messrs: C. Chambers, V. Barker, J. Dixon, T. Morris

Members of the Public: Lisa Sharpe, Melanie + 1, Maxine Horne, Peter Thurston, Cllr. M. Hill

 

  1. APOLOGIES FOR ABSENCE – Cllr. Kyle Abel

 

  1. PUBLIC DISCUSSION

2.1       Lisa Sharp made a presentation regarding planning application S26/0483. The council have made no representations against this and confirmed support. Lisa would have to follow up on progress of the application with SKDC.

2.2       Shaun Morris observed that double glazing had been installed in the village hall. There were plans being made to install French windows/ doors to provide access from the village hall to the playground. A plea was made to the Parish Council to support this. The clerk confirmed that this should be with a quotation and official request, which Shaun agreed to follow up on.

  1. CHAIRMAN’S REMARKS (Cllr C. Chambers):

3.1       Development proposal for Spinney Farm – no progress

3.2       Children’s care home working without issues and appear to be making good use of the playground.

3.3       No flooding work being carried out.

 

  1. STATEMENT OF ACCOUNTS 31st MARCH, 2026.
  1. Summary of Payments & Receipts, year ended 31st March 2026 was made available to the meeting. Funds carried forward 1st April, 2026 £3,743. A copy of the accounts summary is attached to these minutes.  There were no questions on the accounts.
    1. The accounts have been reviewed by Mrs. Michelle Free and her report from 15th May 2026 has been received. Although the numbers are correct, there were several procedural issues that should be addressed.

 

  1. APPROVE MINUTES OF PREVIOUS MEETING

Minutes of Annual Meeting, held 15th May, 2025, having been previously

circulated and published, were approved and signed.

  1. MATTERS ARISING FROM THESE MINUTES - None

 

  1. RECEIVE REPORT FROM DOWSBY VILLAGE HALL & PLAYGROUND ASSOCIATION. (DVHA). –  Chairman: Shaun Morris. Presented by Cllr J. Dixon

 

The clerk had neglected to request a report, so Jackie Dixon kindly gave an update.

 

7.1       At the recent AGM, the officers of the committee are now Chairman Shaun Morris, Secretary Mel Randall, Treasurer Jackie Dixon

7.2       There are regular quiz and bingo events doing well.

7.3       Future event planned is a family day in July

7.4       There is now a TV license in place and equipment to show films.

7.5       Last Rospa inspection of the playground showed a fault with a post but this was believed to be the dry weather affecting the foundation. Normally this was okay. However, the play equipment is in need of a refresh and will need to be addressed in the near future, particularly the funding thereof. 

7.6       Cllr. Barker observed how good it was to see the Village Hall being run so well.
