PARISH OF DOWSBY
ANNUAL PARISH MEETING 2019
Held 7.30p.m., 16th May, 2019 at Dowsby Village Hall.

- CHAIRMAN’S REPORT (Cllr L. Rodford):
Firstly, I would like to congratulate the new Village Hall committee on the hard work they have done in recent months, to bring the village hall back into its use for the community.
It appears to be going from strength to strength, but still more support needed from villagers to attend events.
Its disappointing that I have no news from the BBNPP. Unfortunately I was not notified of the date of the meeting (April) so no update on speeding problem.
We await further contact from Savilles regarding the recent meeting about Spinney Farm. I have had a few mixed comments from villagers.
Unfortunately, Ruth Measures feels that she is unable to continue to support the PC so has decided to stand down. I would like to thank and congratulate her on her many years of commitment. Hopefully we can arrange a small gift of thanks.
No update from Neighbourhood Planning.
- STATEMENT OF ACCOUNTS 31st MARCH, 2019.
- Summary of Payments & Receipts, year ended 31st March 2019 was made available to the meeting. Funds carried forward 1st April, 2019 £5,877. A copy of the accounts summary is attached to these minutes. There were no questions on the accounts.
- The accounts have been reviewed by Mrs Michelle Free, Clerk to Rippingale Parish Councils. Mrs Free approved the accounts on 18/4/19.
- APPROVE MINUTES OF PREVIOUS MEETING
Minutes of Annual Meeting, held 17th May, 2018, having been previously circulated and published, were approved and signed.

- MATTERS ARISING FROM THESE MINUTES - None
- RECEIVE REPORT FROM DOWSBY VILLAGE HALL & PLAYGROUND ASSOCIATION. (DVHA). – Chairman: Gary Ridgway
1. The reinvigorated committee commenced on 9th October 2018.
2. The AGM for the Village Hall committee is on the 5th June 2019 at 7.30pm. Free teas and coffees to be provided
3. The committee currently consists of a chair, secretary, treasurer and one committee member. There are therefore four vacancies for any interested parties.
4. The committee set themselves a number of targets within the first 12 months:
- Ensure all activities conducted in relation to the hall are lawful, appropriately licensed and safe.
- Establish appropriate debt management practices in place to reduce outstanding debts.
- Review all regular expenditures required for the upkeep of the hall to ensure best value.
- Maintain a three month reserve of monies to ensure that the hall will continue should any unforeseen difficulties face the committee.
- Increase the footfall of persons using the hall while ensuring that events do not lose money.
- Establish an effective advertising methodology.
- Enhance the links with the Parish Council and the Church.
- To have a forward looking plan of events which raise funds but also enhance the health and wellbeing of the residents of the village. It is not the intention to always raise money from events and this year the committee have focused on providing free events for the children of the village ( 2 x events at halloween and an Easter egg hunt) and coordinating a village litter pick.
- Events this year have included: Craft fair, Village remembrance event, carol concert, carol singing, race night, vocalist plus the regular social evening involving quizzes, Tuesday bingo and the kettle on.
- The committee have planned further events for the rest of the year which include: quiz night on 25th May, the Dowsby Fete on 29th June in conjunction with the church, village fun afternoon on Sunday 1st September to coincide with the Bourne cycle race passing through the village, Autumn craft fair on 28th September, Halloween event on 31st October, Remembrance event on 10th Nov, and a Christmas concert on 14th December.
5. The committee are very grateful for the support of the Parish Council, Church and many other residents who have helped at events or completed work in the hall at no cost.
6. In summary the hall is currently growing from strength to strength and the committee are very pleased with progress to date.
- QUESTIONS FROM THE PUBLIC
8.1 The speed limit extension request has been declined. The meeting felt it would be appropriate to seek further assistance from Cllr. Hill. Clerk to write a letter.
8.2 Jackie had observed some new village signs at Folkingham and thought it would be beneficial for Dowsby to have something similar. Clerk to obtain information and a quotation.
There being no further business, the Annual Meeting closed at 8.10p.m.
