Minutes of Meeting of Dowsby Parish Council
Held 14th November, 2024, 7.30p.m. at Village Hall, Main Road, Dowsby.
Present: Cllrs. C. Chambers; G. Ridgway; V. Barker; L. Rodford; L. Rowsell
Cllr M. Hill (County) and Cllr R. Dixon Warren (District)
Members of the public: Ann Bachmet, Teresa Measures, Sarah Measures, Mel Randell,
Jackie Dixon, Maxine Horne, Daniel McCallum (Children’s care home manager)
The meeting began with a public forum. There were 2 items for discussion.
Childrens care home and TRO10687117 traffic calming request. Only one was dealt with here.
Children’s care home manager received several questions from the public and councillors alike and shared a large amount of detail about the new facility and its operating practices, including the following.
- It is anticipated to be opening in June 2025.
- It is planned that 6 children will be resident and a total of 12-16 children will use the educational facilities. They will be aged from 8-18.
- Daniel ran a similar home in Osbournby and the local District Councillor has said that was well run with no issues for the community.
- The company is called Blossom Care.
- It is anticipated that children could come from anywhere in the country including Lincolnshire.
Public Forum closed at 8-10pm, and the public left the meeting.

1117 DECLARATIONS OF INTEREST: None
1118 REPORTS FROM REPRESENTATIVES OF OUTSIDE BODIES -
1118.1 M. Randall (representing the Village Hall Committee) informed the meeting that the Rospa inspection report had shown 9 amber items which would have to be repaired soon. Several of these are wooden items.
Recent events have included Halloween and the Quiz night on a Tuesday. Attendance from the village has been on the low side recently.
There is a summer fete planned for 19/7/25.
There is some damp-proof work planned in December 24.
A grant of £4k has been awarded for loft insulation and a third quotation is being sought.
A new metal fire door in a metal frame is required for the kitchen.
Broadband Wifi is being considered.
CCTV is believed to be in the region of £2K, but in the short term, Ring security cameras are to be installed for £250 soon.
1118.2 Cllr Hill discussed TRO10687117 requesting traffic calming measures from a resident. He stated that no funding would be available from the county council at this stage. He thought that speed bumps would be inappropriate because of noise pollution. The parish council have been planning to install gateways with 30 mph speed limit signs on and the speeding situation can be monitored after this. The parish council has limited funds for anything else. There have been discussions and funding provision for a community speedwatch but there has not been enough volunteers to run it effectively.
1118.3 Cllr Dixon-Warren informed the meeting that his update newsletter had been circulated. Also he wanted to reiterate that he had heard only praise from a fellow district councillor for Osbournby regarding a similar care home run by the company and manager coming to Dowsby.
Cllr M. Hill left the meeting 8.35pm.
1119 NOTES OF MEETING 12th September 2024 were approved as Minutes. Proposed Cllr. G. Ridgway, seconded by Cllr. L. Rodford.
1120 CLERK’S REPORT ON MATTERS OUTSTANDING
1120.1 Clerks job description and contract have been prepared by Cllr Ridgway in order to address some of the items from internal audit. Need to be checked and finalised. Clerk to follow.
1120.2 The posts for the village gateway signs have been quoted for by Willow Homes. It is £1218 + VAT for 12 concrete posts to be installed. There followed some discussion about the type of material needing to be wood. Cllr Ridgway would request a new quotation for wooden posts and expecting the price to be less, the council unanimously agreed in principle to go ahead with this work. Cllr Ridgway to forward the new quotation to the council.
1120.3 The clerk had been contacted by Sarah Hobbs in Pointon about an emergency plan group that was in place for Pointon to react to any emergency situation such as flooding. She thought it would be beneficial for Dowsby to provide a contact for Dowsby to support any future responses. Cllr Dixon offered further information about the exercise, for example establishing exactly who owned which dyke, ditch, drain, pipe, etc. The Dowsby councillors did not feel that they had the resources to support this. Clerk to respond.
1120.4 The clerk had received Cllr Rodfords resignation letter from being a councillor, which was read out to the meeting. The clerk offered thanks on behalf of the council for his lengthy service and commitment to the role of Chair and councillor. There followed a round of applause. Clerk to inform SKDC and update the website and LALC record. Clerk to instigate advertising the vacancy on the website and in the village hall. Cllr Ridgway agreed to take over the signatory responsibility for the cheques.

1124 MATTERS OF AN URGENT NATURE
1124.1 Anthony Jennings had been in touch regarding the Neighbourhood Plan. Previously this had proved too much for the resources available in the village. There is a Design code presentation on 27th November from SKDC which may help guide a way forward.
1125 DATE OF NEXT MEETING: Thursday 6th February 2025, 7.30p.m., Village Hall, Main Road, Dowsby.
