Minutes of Meeting of Dowsby Parish Council

Held 22nd November, 2023, 7.30p.m. at Village Hall, Main Road, Dowsby.

1071    CHAIRMANS REMARKS: Cllr Rodford wanted to highlight the good work done by Mel Randall and his team of helpers that have recently renovated the Copula on the Village Hall which now includes a time capsule

 

1072    APOLOGIES FOR ABSENCE: Cllr. R. Dixon-Warren, Cllr. M. Hill

 

1073    DECLARATIONS OF INTEREST: None

 

1074    REPORTS FROM REPRESENTATIVES OF OUTSIDE BODIES -

1074.1 J. Dixon (representing the Village Hall Committee) informed the meeting that further progress had been made with renovating the front doors. She said that a second partial refund of £500 had been made and the remaining £176 would be returned shortly. A new contractor is making the doors in Scotland and will soon be installing them.

1074.2 Events continue to be held including the very popular quiz night and upcoming Christmas events including the tuneless choir.

 

1075    NOTES OF MEETING 13th September 2023 were approved as Minutes.  Proposed Cllr. C. Chambers, seconded by Cllr. J. Dixon.

 

1076    CLERK’S REPORT ON MATTERS OUTSTANDING

1076.1 Village hall front door refurbishment. See item 1074.1

1076.2 Website continually being updated on an on-going basis.

1076.3 Village gateway signs have been painted and are ready to be installed. No date given. Cllr Dixon informed the meeting that M. Randall had purchased some angle iron strips for the installation of the signs for the sum of £60 from a Facebook advert. The councillors unanimously agreed to reimburse Mel Randall for this amount. (Cheque 100406)

1076.4 Cllr Dixon suggested that replacement Dowsby village signs should be sought as the current ones have deteriorated with weathering. Clerk to follow.

1076.5 Standing orders need to be put in place. Clerk to follow

1076.6 Policing priority form highlighted for attention. No current significant issues identified.

1077.3 Budget/Precept

Attached budget sheet presented with the precept set at £2000. Although this was agreed in principle, there followed a lengthy discussion about an increase to the clerks renumeration for 2024/25, although an increase of approximately in line with inflation was anticipated Cllr Barker suggested that the annual amount should be £1000pa to reflect increases in the National minimum wage and more adequately cover the previously stated hours worked by the clerk. The proposal was based on these two facts and not the family relationship to the clerk. Clerk to investigate if the precept could be increased to cover this and what affect in would have on council tax bills.

Item 56 prompted Cllr Barker to make reference to concerns about flooding in the area and management of the waterways that may not be captured at District and County level and was hoping to make Cllr. Hill and Cllr Dixon-Warren aware. To be addressed at next meeting.

 

1080    MATTERS OF AN URGENT NATURE

1080.1 Ann Bachmet was attending the meeting at the invitation of Cllr Rodford with a view to joining the council. She was happy to join and take up the vacancy left by Rebecca Burleys resignation in August. She would need to be co-opted into the seat. Cllr Dixon proposed that this should happen and Cllr Barker seconded. Clerk to contact SKDC to inform them of the change and follow up documentation to facilitate the co-option.

 

1080.2 Presented to the clerk in the meeting was a letter from a second Dowsby resident expressing an interest in joining the parish council. It was agreed that with only 5 seats on the council, which were all now filled, the resident would not immediately be able to join, but that they would be invited to the next meeting to maintain and encourage their interest. Clerk to reply to resident and follow up.

 

1080.3 Cllr Rodford observed that during the recent utility work for broadband installation a lot of mess had been left on the highway.

There being no further business, the meeting closed at 9-10pm.
