Minutes of Meeting of Dowsby Parish Council
Held 16th November, 2022, 7.00p.m. at Village Hall, Main Road, Dowsby.
Present: Cllrs. L. Rodford; C. Chambers; J. Dixon; V. Barker

1027 At the beginning of the meeting Rebecca Housam and Sophie Williams from Savills Estate Agents in Leeds gave information and presentation of plans for a development on land at Spinney Farm owned by the Ceylon Tea growers association. Several investigative surveys had been completed (Ecology, Measurement of Existing Buildings, Topology and Access) This was in preparation for a village wide consultation event in December. Following feedback from that event planning approval was likely to be sought. The plans included a gift of land behind the village hall for the village hall to use to enhance either the playground facility or parking at the hall.

1031 REPORTS FROM REPRESENTATIVES OF OUTSIDE BODIES -
J. Dixon (representing the Village Hall Committee) highlighted concerns about the lack of progress in renovating the front doors. She said that they were disappointed with the situation, but would seek completion or the money returned. The accounts had been audited.
There are Xmas events planned. The regular quiz continues to be popular and the recent Halloween event was a great success.
1032 NOTES OF MEETING 26th September 2022 were approved as Minutes. Proposed Cllr. L. Rodford, seconded by Cllr. V. Barker.
1033 CLERK’S REPORT ON MATTERS OUTSTANDING
1033.1 Village hall front door refurbishment is stalled for now. Money has been given to a local carpenter who has not been able to complete the work. Cllr J Dixon to pursue this.
1033.2 Line marking for the bus stop (clearway) Cllr. Hill informed the meeting that this was in progress and when in place it would be active during scheduled bus times.
1033.3 Website continually being updated on an on-going basis.
1033.4 Speed limit extension proposal from highways is now out for consultation. There will be a length of 40mph restricted highway at the southern entrance to the village. Cllr. Hill informed the meeting that this was in progress.
1033.5 Defibrillator cabinet leak now confirmed by CHB to not be a cause for concern (although this could have been stated in May as there has been no real change in the extent of the water ingress). Cllr Rodford suggested a cover to be purchased to mitigate the perceived risk to the equipment. This was agreed in principle.
1033.6 General power of competence to be considered. Clerk to follow.
1033.7 A police priorities suggestions form has been received. Councillors agreed speeding through the village remains the main issue for Dowsby. Clerk to complete form and return.
1033.8 CAB letter received outlining request for donation. Councillors agreed not to donate on this occasion.

1035.2 Public presentation of plans for Spinney Farm by Savills on Wednesday 7th December 4pm to 7pm in the village hall.

1037 MATTERS OF AN URGENT NATURE
1037.1 Concern that culvert at the North of the village on the main road is blocked. Rubbish in
dyke on Fen Road should be cleared. Clerk to follow.
1037.2 Rebecca Burley welcomed to be co-opted onto the council. Unanimously agreed. Clerk to formalise paperwork.
1037.3 Cllr. Hill informed the meeting about the development of a new reservoir near Helprinham. Cllr. Barker had visited a consultation event.
1038 DATE OF NEXT MEETING: TBA February, 7.30p.m., Village Hall, Main Road, Dowsby.
There being no further business, the meeting closed at 8-35pm.
