Held 21st May, 2026, 7-30p.m. (after Annual Parish Meeting) at Dowsby Village Hall.

  1. Chairman of the Parish Council: Cllr Christopher Chambers, Cllr Barker proposed, Cllr Dixon seconded
    1. Vice-Chairman of the Parish Council: Cllr Tessa Morris, Cllr Dixon proposed, no seconder was forthcoming so it was not possible elect a vice chairman at this stage and the council would run without a vice chairman.
    2. Cllr Victor Barker announced that he would be resigning from the council at the end of the meeting. He was duly thanked for his service and commitment to the council for a period in the region of 30 years. This vacancy to be announced on the website and SKDC to be informed.

 

  1. DECLARATIONS OF INTEREST: Cllr J. Dixon is Treasurer of Dowsby Village Hall committee

 

  1. REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES –

1173.1 County Cllr M. Hill observed that there were now traffic lights in Dowsby for the road subsidence where the new houses at Spinney Farm have been connected to the main sewer. There was no information on a timescale for this to be resolved.

1173.2 During the surface dressing taking place in the local area lorries had been parked without consideration for other road users.

1173.3 There is a heating oil subsidy available for those on low income. (details had been sent to the councillors – item 74 in the correspondence)

 

  1. NOTES OF MEETING 3rd February 2026 were approved as Minutes. Proposed by Cllr J. Dixon, seconded by Cllr T. Morris
  1. Reference to dog bins required being addressed by Kyle Abel. Clerk to follow.

 

8-50pm Cllr Hill left the meeting

 

1175    CLERK’S REPORT ON MATTERS OUTSTANDING

1175.1 Website is being continually updated

1175.2 Clerks contract and job description. Clerk to follow and issue.

1175.3 Co-option of new councillor. Peter Thurston is interested to join. The vacancy period for the vacancy created by Gary Ridgway ends on 28th May after which Peter can be co-opted. This will be carried over to the next meeting although all were agreed this should happen.

 

1176FINANCE.

1176.1 Minute 1143.1 has not been implemented from the last AGM. This is to be addressed. Clerk to action introduction of a contract of employment and job description. This would now be from the start of the financial year 2026/27 and so back dated. 2027/28 precept to be increased accordingly.

  1. The councillors reviewed and approved ‘Certificate of Exemption – AGAR 2025/26 Form 2’ from the external audit annual return for the year ended 31st March 2026.

 

  1. The councillors reviewed and approved ‘Section 1 – Annual governance statement for Dowsby Parish Council’, from the external audit annual return for the year ended 31st March 2026.

 

1176.5 The external audit annual return ‘Section 2 – Accounting Statements for Dowsby Parish Council’ for the year ended 31st March 2026 were agreed and approved.

 

1176.6 The internal auditor identified several items that should be addressed.

            There are no policies and procedures that the council operates to. This was discussed in some detail as the clerk made the councillors aware of the situation.

            Clerk to finalise a contract of employment in support of item 1176.1. Clerk to address observations going forward.

 

1176.7 The mandate for signatories on the bank account needs to be updated to remove Gary Ridgway and add Tessa Morris. This was not ready in time for the meeting and so it was agreed that the clerk act as second authority with the chairman to authorise the cheques. Update should be complete for the next meeting.

1177.1 Weekly planning report checked

1177.2 S26/0483 Briar House, Fen Road, change of use to residential and dog agility training. No representations.
