Minutes of Dowsby Parish Council Annual General Meeting

Held 9th May, 2024, 7-30p.m. at Dowsby Village Hall.

 

Present:   Cllrs L. Rodford, C. Chambers, V. Barker

District councillor: Richard Dixon-Warren

Members of the Public: G. Ridgway, L. Rowsell

 

1093    APOLOGIES FOR ABSENCE: - M. Hill

 

1094    ELECTION OF OFFICERS:

1094.1 Gary Ridgway and Loraine Rowsell to be co-opted to the council. Proposed Len Rodford Seconded CC. Unanimously agreed. Documentation completed and finalised. Clerk to inform SKDC, LALC and update website.

  1. Chairman of the Parish Council: Christopher Chambers, Len Rodford proposed, VB seconded
    1. Vice-Chairman of the Parish Council: Gary Ridgway, VB proposed, Len Rodford seconded

 

Thanks to Len Rodford for his many years of service to the council and his many achievements during his time in office including the installation of the bus shelter and the defibrillator. And gratitude expressed for continuing as a councillor.

  1. REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES –

 

1096.1 SKDC Cllr. Dixon-Warren confirmed the Aveland Update newsletters had been sent out during recent months and wanted to highlight the policing priorities meeting coming up in June and it’s importance now that the number of PCSO’s have been reduced.

 

  1. NOTES OF MEETING 21st February 2024 were approved as Minutes. Proposed by Cllr L. Rodford, seconded by Cllr V. Barker

 

1098    CLERK’S REPORT ON MATTERS OUTSTANDING

1098.1 Website is being continually updated

1098.2 Village place name sign renewal still waiting. Clerk to follow 480609.

1098.3 Drainage pipe to be cleared under path Clerk to follow 499928.

 

1099FINANCE.

 

1099.1 Precept increased by £250 to £2250 to cover increase in Clerks annual salary which has been increased from £756 to £1008pa.

This was agreed in December via email and texts following the meeting in November and should have been ratified in the February meeting. Now unanimously agreed.

  1. The councillors reviewed and approved ‘Certificate of Exemption – AGAR 2023/24 Form 2’ from the external audit annual return for the year ended 31st March 2024.

 

  1. The councillors reviewed and approved ‘Section 1 – Annual governance statement for Dowsby Parish Council’, from the external audit annual return for the year ended 31st March 2024.

 

1099.5 The external audit annual return ‘Section 2 – Accounting Statements for Dowsby Parish Council’ for the year ended 31st March 2024 were agreed and approved.

 

1099.6 The internal auditor identified several items that should be addressed.

            There are no policies and procedures that the council operates to. This was discussed in some detail as the clerk made the councillors aware of the situation. Cllr Dixon-Warren offered a link to the procedures in place for Haconby for reference.

            The clerk does not have a contract of employment.

            Cllr Ridgway offered to investigate the policies needed and produce a contract of employment.

1102    MATTERS OF AN URGENT NATURE

1102.1 Cllr Barker informed the meeting that Millthorpe Fen road had been closed for roadworks without informing regular users of this road including farmers and post office delivery drivers. Cllr RDW to investigate.

 

1103    DATE OF NEXT MEETING: Thursday 12th September, 7.30p.m, Village Hall, Dowsby.

 

There being no further business, the meeting was closed at 9:12p.m.
