Minutes of Dowsby Parish Council Annual General Meeting
Held 26th May, 2022, 7-30p.m. at Dowsby Village Hall.

- .1 Aveland History Group representative Alison Carr had presented in the Parish

She informed the meeting about a project to create a transportable stained-glass window, and highlighted a recent request for a donation.
1008.2 Village Hall committee had been represented by Cllr Dixon in the Parish Meeting. Minute repeated here:
Speaking on behalf of Mel, Jackie Dixon informed the meeting:
The news doors are to be made locally in the village.
There is an anti-social behaviour issue in the village and the PCSO has been informed.
There will be no jubilee event on the weekend of the jubilee, but there will be a jubilee celebration on 13th August and the Hurricane from the BBMF has been booked.
There are regular meetings to discuss activities at the village hall.

1010 CLERK’S REPORT ON MATTERS OUTSTANDING
1010.1 Speeding: Extending the speed limit – no news. Clerk to follow.
Cllr. Dixon observed that the additional 30mph speed limit signs have become broken and dirty and should be removed. Since the locations had been approved and removal of the signs would not help reduce speeding it was suggested that these be replaced with a new set. Clerk to investigate provision and cost.
1010.2 Line marking for the bus stop: The Fix my street request 411664 has been closed without any updates or action being taken. After chasing Highways it was found that a TRO is required. After emailing the department it was found that this request needs to be sponsored by the local County Councillor. An email request was sent to Cllr. M. Hill with no response as yet. In his absence Cllr Dixon Warren was asked to discuss this with Cllr M. Hill to request his sponsorship for a bus clearway at the bus stop.
1010.3 Defibrillator issues have required a large amount of attention this period. The pads had gone out of date and have been replaced. The electricity supply to the cabinet needed to be reset. The door now leaks and allows water into the space where the defibrillator is stored. Cllr. Rodford is liaising with CHB to resolve and a site visit has been requested.
1010.4 General Power of Competence for councils is something LALC have been promoting. Clerk has completed a LALC survey but further investigation is required. Clerk to follow.
1011FINANCE.
1011.1 Bills for Approval and Bank Accounts.

- The councillors reviewed and approved ‘Certificate of Exemption – AGAR 2021/22 Form 2’ from the external audit annual return for the year ended 31 March 2022.
- The councillors reviewed and approved ‘Section 1 – Annual governance statement for Dowsby Parish Council’, from the external audit annual return for the year ended 31st March 2022.
1011.4 The external audit annual return ‘Section 2 – Accounting Statements for Dowsby Parish Council’ for the year ended 31st March 2022 were agreed and approved.
1011.5 The internal auditor identified several items that should be addressed.
There are no policies and procedures that the council operates to. Clerk to investigate.
The clerk does not have a contract of employment. Clerk to write.
The clerks renumeration is likely to be below minimum wage. Clerk informed the meeting that the current renumeration is equivalent to 1.5 hours a week based on minimum wage. It is not known if there is a standard estimate of how many hours are needed for a Clerk to maintain council function. LALC are advertising vacancies with an estimated 3 hours per week for a similar sized council. The current workload including 72 items of correspondance, bus stops, defibrillator, website, accounts and AGM preparation has been running at 5 hours a week. At minimum wage the precept would have to be increased to afford this. There was no response from the councillors on renumeration. A statement of thanks was offered from Cllr. Dixon.
1011.6 In response to the request from the Aveland History Group Cllr L. Rodford suggested a £300 donation in line with the original letter item 7 in the correspondance. This was unanimously agreed. Clerk to facilitate the provision of a cheque.

1014 MATTERS OF AN URGENT NATURE
1014.1 Cllr. Rodford informed the meeting about several incidents of anti-social behaviour, bullying and violence. Cllr. R. Dixon-Warren who has previously run the BBNPP advised that every incident needed to be reported in order for the police to build a picture of the frequency and severity. The non-emergency phone number 111 is suitable for this.
