Minutes of Dowsby Parish Council Annual General Meeting

Held 17th May, 2021, 7-30p.m. at Dowsby Village Hall.

 

Present:   Cllrs L. Rodford, J.Dixon C. Chambers, V. Barker

Members of the Public: None (due to Corona virus restrictions)

 

It was not possible to run the Annual Parish meeting this year due to Covid restrictions.

 

961      APOLOGIES FOR ABSENCE: - None

 

962      ELECTION OF OFFICERS:

  1. Chairman of the Parish Council: Leonard Rodford, VB proposed, CC seconded
    1. Vice-Chairman of the Parish Council: Christopher Chambers, LR proposed, VB seconded

 

963      DECLARATIONS OF INTEREST: None

 

964      REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES –

964.1   Neighbourhood Plan: Cllr. Dixon gave an update to the meeting following a meeting of the NP committee on 12th May 2021.

Although a revised NP had been circulated it was felt that there were no longer enough people to take it any further forward, and that any sanction by the Parish Council would not help at the moment.

Cllr. Barker had reviewed the revised NP document (46 pages) and fed back his observations to Cllr. Dixon should they be needed in the future.

964.2   Village hall report: Cllr. Dixon observed that a determined effort by many of the villagers over the past 12 months had resulted in a much-improved village hall facility. Amongst other items the heating, lighting, roof and ceiling had been either replaced or repaired. They were looking forward to opening the hall for events such as bingo and put the kettle on, and also to offer it for hire. The cllr’s thanked Cllr. Dixon for the update and wanted to thank all those that had been involved. A letter would be sent confirming this. Clerk to action.

            A letter had been received from the Village Hall committee formally requesting a contribution towards the work being carried out, in particular repair to the front doors.

966      CLERK’S REPORT ON MATTERS OUTSTANDING

966.1   Speeding: A request has been made by the new resident at Ashley House to extend the 30mph speed limit south beyond Ashley House. A report has been raised 395856 by Mark Conway and Cllr. Hill has supported the assessment necessary. There should be a report in the next few months.

966.2   Sandbags: A new offer of sand and sandbags has been made from SKDC to help in the event of flooding. Awaiting delivery information. Clerk is the contact for this.

967.2   The following decisions in the following items 967.3/4/5 for the year ended 31 March 2020 were made at the meeting on 23rd July 2020 when the meeting was not quorate (3 councillors) although approval was given via email. It is therefore necessary to confirm these decisions at a meeting that is quorate.

967.3  The councillors reviewed and approved ‘Certificate of Exemption – AGAR 2020/21 Part 2’ from the external audit annual return for the year ended 31 March 2021.

967.4   The councillors reviewed and approved ‘Section 1 – Annual governance statement for Dowsby Parish Council’, from the external audit annual return for the year ended 31st March 2021.

967.5    The external audit annual return ‘Section 2 – Accounting Statements for Dowsby Parish Council’ for the year ended 31st March 2021 were agreed and approved.

976.6     In response to the request from the Village Hall committee and after some discussion a proposal to provide a £1000 donation was unanimously agreed. Clerk to investigate the legitimacy of this support, and facilitate the provision of a cheque.

970      MATTERS OF AN URGENT NATURE

970.1   Cllr. Chambers informed the meeting that the dyke on Fen Road has recently been cleared.
