Minutes of Meeting of Dowsby Parish Council
Held 12th February, 2020, 7.30p.m. at the Village Hall, Main Road, Dowsby.

917 CHAIRMANS REMARKS: Dog fouling has come to the fore again

920 REPORTS FROM OUTSIDE BODIES
920.1 Neighbourhood Plan – J. Dixon represented this activity, informing the meeting there would be 3 consultancy events in March at various locations. A representative would be required from the Parish Council. Cllr. Rodford to consider. A PowerPoint presentation and hard copy will be available for councillors to review.
921 NOTES OF MEETING 21st November 2019 were approved as Minutes. Proposed Cllr. J. Dixon, seconded by Cllr. V. Barker.
922 CLERK’S REPORT ON MATTERS OUTSTANDING
922.1 The Bourne and Billingborough Neighbourhood Police Panel – Email received to say that this is being discussed again.
922.2 Speeding – No news.
922.3 Highways - No news.
922.4 Co-opt Cllr. Dixon – Paperwork to be sent in.
922.5 Village Gateway signs – Rippingale Parish informed of plan. Application form completed for Highways. Locations will need to be approved.
Council to fund materials for making the signs. Agreed in principle, quotation/ estimate required. Plan to organise a working party to manufacture and install the signs.
922.6 Defibrillator – Installation completed, unit is active, training completed, Cllr. Rodford carrying out routine checks. Additional training needed for those that missed the first session. Cllr. Rodford to canvass interest and possible date. A free repeat was believed to have been offered owing to the demo equipment not working correctly. The VETS system needs to be set up. Promotion in Parish magazine to be considered.
922.7 Website – Lincolnshire County Council are changing to a new host and editor for Parish Council websites. All text, links and files will need to be transferred as the current host and editor will no longer be maintained. Clerk to attend a training presentation in Pinchbeck on 3rd March

926 MATTERS OF AN URGENT NATURE
Dyke on North side of Fen road at edge of village should be cleared. Task is in progress by the farmer.
There have been two recent accidents at the bends on the Fen Road. Additional chevrons or signs are required for traffic travelling west. Clerk to report a fault. 366924 refers
