Minutes of Meeting of Dowsby Parish Council
Held Thursday 6th February, 2025, 7.30p.m. at Village Hall, Main Road, Dowsby.
Present: Cllrs. C. Chambers; G. Ridgway; V. Barker; L. Rowsell

1126 CHAIRMANS REMARKS: The village gateways have been installed and look good.

1129 REPORTS FROM REPRESENTATIVES OF OUTSIDE BODIES -
1129.1 M. Randall (representing the Village Hall Committee) sent his apologies. Cllr. Ridgway informed the meeting that a new damp proof course had been installed in the building.
A grant application was being followed up.
1129.2 Cllr Hill confirmed that local elections on 1st May will go ahead along with the Mayoral election for Lincolnshire.
The local government reforms will create two unitary bodies for North and South Lincolnshire and is likely to take two years and be functioning in 2028.
The broken sewer at Sempringham and subsequent repair by Anglian Water meant that a diversion was responsible for excessive damage to surrounding lanes which Highways will reinstate and seek recompense from Anglian Water.
Cllr Hill was informed that there was no significant flooding to properties during the recent heavy rain, however it is believed that a pipe is blocked under the footpath at the northern end of the village, and also a pipe on the Fen road. Cllr Hill to arrange a jetting and camera team to attend.
1129.3 Cllr Dixon-Warren informed the meeting that his update newsletter had been circulated.
There were no items to add.
1130 NOTES OF MEETING 14th November 2024 were approved as Minutes. Proposed Cllr. G. Ridgway, seconded by Cllr. L. Rowsell.
1131 CLERK’S REPORT ON MATTERS OUTSTANDING
1131.1 Clerks job description and contract have been prepared by Cllr Ridgway in order to address some of the items from internal audit. Need to be checked and finalised. Clerk to follow.
1131.2 The posts for the village gateway signs have been installed by Willow Homes. The final cost was £1370.30 including VAT. The end result is very successful. Village place name signs have been fitted where that was the original location for them.
1131.3 New passive 30mph speed signs have been installed by Cllr. Ridgway in various locations around the village, which will hopefully deter speeding and address the concern raised on SKDC item 10687117 which was not a TRO as indicated in the previous minutes. Clerk to respond with an update to the resident that raised the current speeding concern.
1131.4 The clerk and Cllr Ridgway attended the SKDC Design Code for Planning meeting which was interesting to be aware of in relation to developments in the District.
1131.5 The clerk had purchased an engraved tankard and some flowers for Cllr Rodford and his wife, to acknowledge his lengthy service on the council. It was agreed to reimburse the clerk for this.
1131.6 Clerk to instigate advertising the vacancy on the website and in the village hall.
1131.7 Cllr Ridgway has replaced L. Rodford as the signatory responsibility for the cheques.
1131.8 Cllr Ridgway has taken on the monthly checks of the defibrillator on the Webnos system, and informed the meeting that there appeared to be a fault. The defibrillator was to be updated as inactive and Community Heartbeat contacted for advice on how to proceed. Cllr Ridgway to follow

1133.1 Weekly planning report checked for any applications pertaining to Dowsby.
S25/0058 affecting a property on Fen Road was discussed and thought to be acceptable but the council had not been requested to comment.
1133.2 S24/1960 Submission of details reserved by conditions 4 (door furniture) and 5 (window joinery) of planning permissions S24/0869 - Minor external alterations, restoration and improvement works to Spinney Farm. Approval granted
1133.3 S24/2036 Submission of details reserved by conditions 4 (window joinery) and 5 (door furniture) of listed building consent S24/0870 - Minor external alterations, restoration and improvement works to Spinney Farm. Approval granted.

1135 MATTERS OF AN URGENT NATURE
1135.1 Cllr Rowsell had been informed by a resident that they felt the southern end of the village was too dark at night and that there were no street lights to the south of the village hall. Cllr Ridgway agreed to investigate and apply to the appropriate council for an additional light if that were possible.
1135.2 It was felt that spring bulbs should be planted in the grass verge near the church. Cllr Ridgway to enquire about costs from a suitable contractor.
1135.3 After some further discussion about flooding and drainage in the village, it was suggested that Mr. Burt should be contacted to ask if the dyke could be cleared in Sheps yard behind the bus shelter as well as the ditch next to the footpath at the north west end of the village. Clerk to follow.
1136 DATE OF NEXT MEETING: Thursday 8th May 2025, 7.00p.m., Village Hall, Main Road, Dowsby.
