Minutes of Meeting of Dowsby Parish Council

Held 21st February, 2024, 7.30p.m. at Village Hall, Main Road, Dowsby.

 

Present:                                 Cllrs. L. Rodford; V. Barker; C. Chambers

                                                District Cllr Richard Dixon Warren, County Cllr Martin Hill

Members of the public:     None

 

1082    CHAIRMANS REMARKS: Cllr Rodford raised the subject of flooding particularly in relation to the ditch at the side of the footpath at the northern end of the village. The pipe under the path appears to be blocked causing the water to back up in the ditch and flood the garden of Carisbrook and flow through the gardens of the council properties next to it. The landowner would need to be contacted in the first instance. Cllr. Rodford and Cllr. Barker to follow up. It is also believed that there is a broken pipe under the road which would need to be confirmed with Highways. Cllr. Rodford to follow up.

1085    REPORTS FROM REPRESENTATIVES OF OUTSIDE BODIES -

1085.1 No Village Hall committee representation

1085.2 County council. Concentrating on issues of Safety, Anti-social behaviour, Budget, Highways and infrastructure projects such as a new electricity grid component involving pylons taking up farmland.

            Cllr Rodford queried whether Dowsby being gritted, Cllr Hill conformed that Dowsby was on the gritting route.

1085.3 District council. Recycling and new bin system.

 

1086    NOTES OF MEETING 22nd November 2023 were approved as Minutes.  Proposed Cllr. L. Rodford, seconded by Cllr. V. Barker.

 

1087    CLERK’S REPORT ON MATTERS OUTSTANDING

1087.1 Refurbished front door on village hall has been installed and is working well. Door furniture to be reinstated.  

1087.2 Website continually being updated on an on-going basis.

1087.3 Village gateway signs have been painted and are ready to be installed. Installation anticipated soon. Permission for the sites confirmed. Cllr. Barker has offered to assist with farm equipment.

1087.4 Replacement Dowsby village signs have been requested and this has been added to the work list. Clerk to follow.

1087.5 Standing orders need to be put in place. Clerk to follow

1087.6 New councillors being sought, although still quorate with 3 councillors. Cllr Dixon resigned after last meeting. Mrs A. Bachmet no longer interested in being co-opted. Another interested resident at previous meeting also no longer interested.

1089.2 S23/1931 Conversion of outbuilding to dwelling (Retrospective) at 39 Main Road. Approved.

1089.3 S23/1731 Amendments to documentation. Application already submitted. Amendments approved 2 to 1 in favour. Cllr. Chambers still opposed. Clerk to respond.

1091    MATTERS OF AN URGENT NATURE

1091.1 Documentation for the devolution consultation had not been circulated prior to the deadline of 29th January, however Cllr. Hill confirmed that comments would still be received for a short time still.

 

1092    DATE OF NEXT MEETING: TBA May 2024, 7.30p.m., Village Hall, Main Road, Dowsby.

 

There being no further business, the meeting closed at 8-45pm.
