Minutes of Meeting of Dowsby Parish Council

Held 15th February, 2023, 7.30p.m. at Village Hall, Main Road, Dowsby.

1039    CHAIRMANS REMARKS: Welcome to Cllr. R. Dixon-Warren

 

1040    APOLOGIES FOR ABSENCE: None

 

1041    DECLARATIONS OF INTEREST: None

 

1042    REPORTS FROM REPRESENTATIVES OF OUTSIDE BODIES -

1042.1 J. Dixon (representing the Village Hall Committee) highlighted concerns about the state of progress in renovating the front doors. She said that payment had been made and the doors replaced but the condition is unsatisfactory and not in line with the original requested specification. They are disappointed with the situation, and would seek completion or the money returned. Having sought legal advice, they will pursue this in the small claims court if satisfactory progress is not achieved.

1042.2 Planning to mark the occasion of the coronation with an event. A request for a contribution was made citing various costs eg. Children’s entertainer £275. Cllr Barker proposed £400, LR and RB in favour. Further request if necessary.

1042.3 Village gateway signs not purchased JD to follow. Confirm total price, request invoice, Clerk to raise cheque, LR/CC to approve. JD to complete purchase. Possible storage in Village Hall outbuilding.

1042.4 Cllr Dixon-Warren highlighted a new funding initiative from SKDC and suggested the council should apply if they were aware of a suitable project.

1042.5 Cllr Dixon-Warren also pointed out that the housing team had been revamped and was working hard to improve social housing with particular reference to damp and mould concerns.  

 

1043    NOTES OF MEETING 16th November 2023 were approved as Minutes.  Proposed Cllr. V. Barker, seconded by Cllr. J. Dixon.

 

1044    CLERK’S REPORT ON MATTERS OUTSTANDING

1044.1 Village hall front door refurbishment. See item 1042.1

1044.2 Line marking for the bus stop (clearway) Cllr. Dixon-Warren to check on the status of this. It may be included in the work for the extending the speed limit the timing of which is not confirmed.

1044.3 Website continually being updated on an on-going basis.

1044.4 Speed limit extension proposal from highways has been added to the work list at highways but no timing has been confirmed.

1044.5 Defibrillator cabinet cover has been installed. Payment to be made to Cllr. Rodford who made a direct purchase online, as agreed at the last meeting.

1044.6 General power of competence to be considered. Clerk to follow.

1044.7 A police priorities suggestions form has been received. Councillors agreed speeding through the village remains the main issue for Dowsby. Clerk to complete form and return.

1044.8 Quickline full fibre full fibre installation being carried out in the area.

1046    PLANNING

 

1046.1 Weekly planning report checked for any applications pertaining to Dowsby

 

1046.2 Public presentation of plans for Spinney Farm by Savills seemed to go well with a good turnout from the village. Cllr. L. Rodford has written to Savills stressing that they need to deal directly with the Parish Council regarding the plans. A general response in favour of the development in its presented format was returned, also stating that any further developments on adjacent land should not happen.

            Item 66 in the correspondence from Anthony Jennings was noted, and a response was needed to state that no work is being carried out on the Neighbourhood Plan by the Parish Council. Clerk to action.

1048    MATTERS OF AN URGENT NATURE

1048.1 Rebecca Burley welcomed to be co-opted onto the council. Unanimously agreed. Clerk to formalise paperwork.

1048.2 Cllr. Barker informed of an RTA that had destroyed the chevron signs at the corner on the Fen road. Clerk to raise a report with highways (ref 448256)
