Minutes of Meeting of Dowsby Parish Council
Held Thursday 6th August, 2026, 7.30p.m. at Village Hall, Main Road, Dowsby.

1181 CHAIRMANS REMARKS: Road sweeper has been operating on Fen Road. Needs to include Main Road. Cllr Abel recommended contacting SKDC.

1184 REPORTS FROM REPRESENTATIVES OF OUTSIDE BODIES
1184.1 Representing SKDC, Cllr. Kyle Abel
The issue of parking outside the property on the south side of the Fen Road junction was raised. This can be highlighted to the tenant as it can obstruct the line of sight at the junction.
If a rubbish bin is required at the bus stop then Cllr Baker at SKDC should be contacted.
An article 4 amendment to the planning system to approve more HMO’s particularly in Grantham is being considered.
A booking system to use Bourne recycling centre has been proposed. To be implemented
The campaign for CCTV to be installed in all private hire taxis cannot be continued at the current time in light of the proposed local government changes
Local government changes are likely to mean more responsibilities for Parish Councils
1184.2 Representing the Village Hall committee, Jackie Dixon
There is still a plan to add disability ramps and French windows and quotes are being sought. A request for a contribution will be made to the council, considering how much is in the budget. Due to the difficulty in finding suppliers it may only be possible to find one quote.
Other funding sources to be considered include asking the County Councillor who has £3k available for local projects, suggested by Cllr Abel. Also, SKDC Carol Drury has a community fund available for local projects.
The bingo caller has been changed on a Tuesday evening and the bingo nights are working well.
The family day in July was a success and should be repeated next year and helps with fundraising.
1185 NOTES OF MEETING (AGM) 21st May 2026 were approved as Minutes. Proposed Cllr. J. Dixon, seconded by Cllr. T. Morris.
1186 CLERK’S REPORT ON MATTERS OUTSTANDING
1186.1 Clerks job description and contract have been prepared in order to address some of the items from internal audit. Need to be checked and finalised. No progress. Clerk to follow. An AI generated version was also provided by Cllr. Dixon. Clerks pay needs to be addressed during this process.
1186.2 Co-option of new councillors Mr. Peter Thurston and Mrs Teresa Gilder. Agreed unanimously. Complete paperwork received for Peter. Paperwork to be completed for Teresa. Website to be updated. SKDC to be informed. Clerk to follow.
1186.3 Former children’s home manager Daniel McAllum has been in touch requesting to provide a reference should a request be made. This was agreed as acceptable. The children’s home continues to function well with children using the playground.

1187.1 Mandate updated to approve Cllr T. Morris to authorise cheques.

- Weekly planning report checked for any applications pertaining to Dowsby.
- S26/0655 Retention of fertiliser tanks and building of earth bund
- S26/0483 Briar House, Fen Road, change of use to residential and dog agility training. No representations.
- Concerns raised about property developments at the Old Vine. A request to the Land Registry was agreed to establish ownership at the property. Cost to be reimbursed. Correct planning procedures should be followed.

1190 MATTERS OF AN URGENT NATURE
1190.1 Vice chair Cllr T. Morris proposed by Cllr. Thurston seconded by Cllr. Gilder. Unanimously agreed.
1190.2 There is a flower planter on the Fen road by the village signs. It now only has bulbs in which could be planted in the ground and removal of the planter would make it easier to maintain the village signs.
1191 DATE OF NEXT MEETING: Thursday 12th November 2026, 7.30p.m., Village Hall, Main Road, Dowsby.
